Filter effects, textures, mysterious papers laid on the table, all are perfectly good complements to suggest world-building and the environment in which the story takes place.

Without story context, your main design runs the risk of looking forgettable.
Good Concept Art answers questions, better Concept Art makes the viewer ask more questions.
